Open an acct in the Philippines

His Immigration Status will determine if he can open a bank account or not. If he have a kind of legal resident, he can open a bank account and if he is on Tourist Visa he might not be able to open a bank account,

While some banks or individual branches will not open an account for someone here on a tourist visa, others will.

An acquaintance who is here on a tourist visa was turned down at BDO and other banks when he asked at established bank locations.  He then asked at a new BDO branch that had just opened and was accepted.

I would suggest he ask around and look for new branch locations that may be needing new customers.
