I've heard of people having to pay money for their job application to a prospective employer. Is that true?

If you have to pay money then it is a scam.

It is up to an employer to pay recruitment costs. Genuine employers know that but anyone who asks for money is usually trying to scam you or you will find when you get the job the agent who has got you the job will be taking your wages. Be very careful
