Water sterilization/filtration units are available in Vietnam.  You will often see them at trade fairs.  However, they are not a very practical solution unless you are an apartment/home owner or have a quite long lease.

A high-capacity ceramic filter costs less than $200 and is a tabletop appliance. It will process thousands of gallons of water and can be cleaned and re-used by the owner. It is used by missionaries and the like all over the world where people need a reliable supply of safe drinking water.

I don't think anyone drinks tap water, even in hotels. Locals boil water to save money, but that doesn't filter out metals. Bottled water deliver is cheap, we paid 24.000 in Phu My Hung 3-4 times a month.
