Do people travel to Bahrain and UAE just to take out a credit card and not pay it? I've lost count how many times this subject has been brought up.

Kind of yes 
In this part of the world, credit is easier than most other parts of the world, consumerism is part of the culture and so is keeping up appearances. Couple that with the labor laws which leave most people at the mercy of the employer and the immigration status being linked to a job ie you need a job to stay here......people play with fire when they go into debt.
And then you get the questions....... The analogy being... Oh I jumped out of the plane without a chute.... Will I survive? What did you think would happen
