No, they are only for Italy, if you want to work in Germany, you have to apply for a German visa.

As stated before PdS is only good for Italy.

I'm intrigued as to why an Italian as part of the EU has to apply for a work visa in Germany. Can anyone enlighten me?

The person in question here is not an Italian citizen. Holding a temporary residence permit of Italy does not entitle the same  rights as EU citizens.

I would know can I have right of work in Germany with Italian (permanent permission card) carta di soggiorno? Or if I need to take the visa of Germany,does it  cancel or effects on my Italian permesso? !
