I joined in Malaysian company in Jan 16, 2018 and due to health issues i want to go back to india.
what is the best time to go to claim the tax refund ( which i paid 28% intially)
I have one month notice during first 6 months, after that 2 months, please suggest when to put down the paper?

You just need to work out the date when you will have been in Malaysia for 182 days so that you can be considered tax resident.

suppose if i leave after 183 days, i,e in july end, can i claim tax refund in tax office? how long it takes to process?

You claim before you leave with a Leavers Certificate from your employer and a Residents Certificate. It takes about 10 days to get finalised after one visit to LHDN. You also need to get your employment pass shortened and the employer does that. You need to buy a flight ticket indicating your departure date.
