As per my understanding the plan is to stop issuing permanent residency visas in the embassies, instead they will grant a temporary visa on which you can use to enter Brazil.  Afterwards you will have to fill up the form found on the Policia Federal website for the “National Migration Card”. And set up an appointment to go and visit them to submit all of your documentations.

So basically instead of issuing a CIE now you will received a NMC instead.  The validity of the new card I am unsure of however I believe it will be valid for 5 years.  And you can use to live in Brazil and to enter and exit from Brazil as well
