HI Priscilla,
I moved to Martinique recently (2 months ago). The only app I used to meet some people is Couchsurfing. Unfortunately there are mostly travelers on it, not too many local people.
I find it very difficult to meet new people in here. I lived in a few countries before and it was never an issue for me.
