I know the regulars get a lot of these posts but here comes another PAT bordering on EX...

I plan on storing my life here in Portland OR Oct 1 ish and flying down to BA for a month long stay then a jaunt to Montevideo and beyond.

My biggest question is do i book an apartment before i get there or just hotel it for a few days and find one on my own?

pros v cons will help.

Two expressions come to mind. One is "Seeing is believing". If you rent the apartment in person you can see exactly what it looks like, it's location, if there's a construction site across the street etc. I love when hotels say that they're near a certain place. They usually don't say if it's by foot or taxi. Also, you can negotiate the rental price in person.  The other expression is "supply and demand". I would think that the supply in rentals is 10 times the demand. When you arrive, buy a copy of the Buenos Aires Herald newspaper. There are ads for temporary apartments.
