If i married a Montenegro lady does that qualify for residents/work visa automatically ? Can I then start a business up ?

You can start business even without getting married, but getting married qualifies you for residence also...

I would marry a Montenegrin lady just for the sheer joy of being married to her .. the visas might be a bonus

haha...well the good news is Montenegrin women are stunning, tall and gorgeous (even I can appreciate them) the bad news (for you) is the men are damn attractive too! Just pack your bags and come on over, finding out about all things Montenegrin is impossible online. I'm stumbling around Kotor right now, with no local language skills and just a few contacts but still smug with myself that I'm here!
