Hi.
The laws about opening a buisness, or investing in croatia are changing, as we are in eu and goverment want to make it simpler. Buying a car, for cash, yes. bank loan, you need an ID card, ect. Again law is changing, I have to renew my visa soon and that is now a lot simpler.  So its a learning curve for us all. If you are here go to a bank and open an account. I found Erste bank the most helpful.Ask at local I.D office for advice.
Hope it helps

hi neighbor,

us living in Svinisce (dalmatia)and you seemingly in zagreb, makes us neighbors :-)

first of all, to our experience, one has to apply for a so called OIB (social security number) at the tax office.
not a big deal, but a good start for getting a bank account, etc.
