THERE ARE NO TRAVEL AGENCIES IN RIYADH

When I recently went to Egypt, I booked a couple of 'tours' through the hotel (and we weren't at a big fancy Western hotel, either).  They were very reasonable!

There are others also. The top ones are:

If you were sponsored by your company - they usually provide travel agent contact info that they deal with periodically throught out the year. Since they deal with the company, you can get great discount deals as well.

Most corporate organizations deal with one or two travel companies who offer and provide excellent priority services at special pre-defined rates/discounts.

Thank you all! But still as I understood there are no such agencies as I used to in Russia (and you in Europe): you buy a package tour to Hurghada, Egypt for instance, to to some resort in Turkey for week or two, And you're provided with cheap charter 2 way trip, good 4-5* hotel with all inclusive (of course if you buy through the agency it is cheaper than if you book it by yourself )+ insurance+transfer.
Why it is so complicated here?
