I want to purchase some ao dai but the shipping fee is too high to send to Australia.
Is there any way for me to open a PO Box in HCM as a foreigner to have all my ao dai sent there so I can then collect them once I arrive to HCM?

an easier and probably better solution would be to arrange an agreement with your future lodging.
As long as you prepay for your orders, almost any hotel where you have a confirmed reservation will be happy to receive packages on your behalf prior to arrival.
