Use of the Quito VIP airport lounges costs $25 (domestic lounge) or $34 (international), according to prices posted online.

This apparently is the cost per person for one-time usage, although the posting does not appear to specify that it is one-time use.

Children under four can enter the lounge for free if accompanied by an adult (one child per adult).

Free admittance is also allowed to Diners Club members and holders of certain types of other cards and passes.

The lounge is available to all passengers who have the eligible cards/passes .. or who pay their way.

There are photos of the lounge at the pages linked by Brother Archer. The captions stating that the lounge(s) overlook the city of Quito are misleading. The new Quito airport is half an hour or more from the city and is near the village of Tababela. It is not possible to see any of the historic landmarks or skyline views of the city from the airport or its lounges.
