Can I process Residency card outside my state if residence?

Most of the time it will be longer than 3 months. Where is your home in Brazil?
Never can tell on timing. Now Jan and thru carnaval may slow the process being most on holidays.

You can try it, although it's hard to tell how much of the delay is at the local office level, and how much is in Brasília, where all the applications go to be finalized.  You may apply in a different state, and not end up saving any time. 

Once your application is accepted, though, it will be tied to your application location, and someone will have to be able to pick up your cards in person at that office when they're ready.  So if your wife is staying, you want it to be a place where she's comfortable staying for several months.  if not, you need a place where you have someone you can trust with a Power of Attorney ("Procuração") from each of you to pick them up in your places.

Texanbrazil , Thanks for the response. I never knew the carnival could slow things down. I reside at Osasco SP.
I really don't mind getting it done at another state. I read somewhere on here that some less populated state processes documents faster.

Abthree , Thanks for the explanation. I will put everything into consideration and make a decision. My wife might not want to stay back alone to get it picked for us so I might have to use a power of attorney.

I can understand that she would not want to stay back. ( and congrats on the baby) . POA would work fine if all the paperwork is in order.
You would be surprised as to the people taking time off for carnaval, celebrated in many states and cities.

Yea, She wouldn't want to cater for the baby alone.  Afterall, we made the baby together. lol.
When you said POA, you mean Porto Alegre right?

POA means Power of Attorney. You appoint s/he to act on your behalf. Have it drawn up and go to have it notarized and present it to the PF. At that time the POA may pick document(s) up for you.

@Texanbrazil I learn a lot from your replies. I have a similar situation here in Salavdor. I plan to head home to attend to work while my wife stays back to pick up.

I have two questions.

1. Possible for us to delegate a third party to pick up our cards if we both have to return home temporarily so she can have help with the baby?

2. Can the card be sent to a Brazilian Consulate abroad for pick up?
