Hi Jon! The reason the consulate has no information is that they don't deal with it, it's a Brazilian problem. You have to send it to the US. believe it or not, the Brazilian consulate servicing your area (old area) of residence is supposed to stamp the certificate. At least that is the proper procedure that you are supposed to follow. It required a $25 (US) postal money order and i sent it in the mail along with a paid return envelope. So. They sent it back and that's all.

Since you are already in brazil, you could technically still do that, perhaps rely on your parents, good friends or a sister to do it for you. But, if there is an alternate option, i would just talk to the US consulate to see if they can do something about it (perhaps there is a loophole) but don't bother calling them. Continue with the first step here in Brazil--getting your single certificate. Make your appointment online with the US consulate in SP for citizen services. when you attend your appointment, ask for the certificate of singleness (you have to have your birth certificate and passport with you) and then after that casually ask them what they can do about stamping the back.

The brazilian consulate in the US is what the websites will tell you to do with your BC. But get your Single certificate first, then if necessary send your BC to the US. but there must be something they can do, hopefully.
