USCIS 3-to-1 Rule for Work Experience Evaluation USA

I’m trying to understand how work experience evaluation in the USA works, especially the USCIS 3-to-1 rule where three years of work experience can be considered equal to one year of college education.

Can someone explain how this is actually evaluated? If a person doesn’t have a full degree but has several years of relevant professional experience, can this really be used to meet education requirements for immigration cases?

Also, what documents are usually required for this type of evaluation?
