Concerning the S4 you will see guys selling mobile phones in the streets, I believe that they must be stolen
They are thousands of shops selling mobile phones here and the price difference is very small...

Eros Electricals and Juma Al Majid are authorized dealers for Samsung products, and have their own showrooms.  Leading electronic outlets such as E-Max, Sharaf DG, Plug-ins etc sell S4 phones.  You can also find these in Bur Dubai Al Fahidi street shops, and various shops in Malls - like Carrefour etc.  If you like beach, stay in Jumeira Beach hotel which is one of the popular.
