I seriously suggest you to find a job first first and than move.
Recruitment in Turkey is nearly completely running over websites and agencies. There is no knocking door. And also transportation and expecialy food is seriously expensive to manage without an income.
Your experience as receptionist will help but not as much as you think. Turkish business community have a tendeny to ignore experiences in other countries except the ones known as really succesfull in tourism.
If your interest is tourism, your location is absolutely Antalya. It's a city welcoming around 10 million (yess) tourists each year. And the Russians/Germans taking the big part of it. And number of the 5 start hotel is around 350, 4 star is more than 500. Most of them huge facilities as big as a village.
Well sounds good but need to know;
When the season is over, they will say byee until next season. Just a limited of employees can be able to continue in winter. Salaries not really satisfying because of huge demand. But nice part is Antalya is a beautiful and calm city. And will be much much more easy to manage regarding to Istanbul.
Istanbul is like a country in it's own. Can bloat you. To compare, Casa is already a bloating city with 4.5 - 6 million residents. In Istanbul just the number of cars is already 7 million. Istanbul can be economic for an experienced resident, but absolutely hard and expensive for new comings. And not calm at all.
I was running on market research industry in a Istanbul based company and taking charge of the southern Turkey (including Antalya). I know both city and what I can suggest so far is;
Keep away from Istanbul. The city of wolves.
If you're not expecially sticked on idea of tourism industry, I can suggest to aproach companies making import & export to arab countries. There are tons from those. You'll have better salary, conditions and at least a full season job. Your combination of Arabic and English will help in there. But you must be fast and good in translation.
And for Istanbul. If you can find a company offering accomondation also, can be considered.
And do not trust people or companies will offer you to help finding job in there. Just rely on companies which offers to employ you directly. Not agency to help. There is no help. Turkey is the country of automations and "sas" websites. You don't need help of anyone.
