Assistance with real estate purchase in russian or English?

I'm looking forward to buy an affordable apartment in a colder city of Turkey. I've been to several cities and I narrowed down my options to Bolu, Eskişehir, and Isparta.

What I'm struggling with is language first of all. Many local real estate agencies in these cities only have a handful of employees who are very unlikely to speak foreign languages. And if I'm lucky enough to find someone - I'll be extremely limited in options. And besides that I'm more interested in unfinished projects rather than ready apartments as I want to request alterations without wasting money to renovate what is already built.

When I visited the cities I've seen a large amount of constructions going on, but they are listed nowhere except at construction companies' websites at best,

With all that in mind - can anyone please suggest what kind of person I need to look for to help me with:

communicating with construction companies, requesting projects
communicate with local real estate agents to work through paperwork
communicate with architect/foreman of the construction to request alterations
communicate with utility companies for subscriptions.

Are these a real estate agent duties? Or some sort of assistant / consultant?

Where do I look for people like that?

If anyone has suggestions, advices, recommendations, or just any thoughts really - please comment

P.S. I went through the process of purchasing an apartment in Antalya, but this was extraordinary luck that we had real estate agent speaking russian and construction architect speaking english. It was a great experience, I wish I could have something similar.

What do you mean by affordable Do you have a family (wife and children?) We live in Mahmutlar (me and my wife, both a bit older)/ We consider this place to be safe, modern and affordable (Antalya is to crowdy and not convenient (apart from crimes),

Where we live

-Beach is close

-Supermarkets in abundance (MMM, A101, Coop, SOK, BIM, ..) all within 500m walking and most within 200 m

-Loads of restaurants (within 500 m), unfortunately no real foreigen restaurants (Indian/Chinese/Dutch/Mexican), but nothing to complain

-Also normal markets (Saturday market in Mahmutlat is excellent, Tuesday market is smaller (and more walking (for my wife)

-As a side note I can hardly walk (hairdresser 50m and restaurants for me that is it). But my wife is active which is very good. However never again we will buy a duplex penthouse (age)

-Many other things to say ..

Bottom line (depending on the budget) life can be very comfortable

Finances and health are important

All in EUR 2000 pm is fine for all items (especially if you own your property) EUR 3 K pm is good for a lavish life style

By affordable I mean apartments at a lower range of prices like 2.0M±0.5M TL (around 60k€). I'm single so its for 1 person most of the time (so its likely to be 1+1).

Specified it because most of the times realtors are interested in pushing something at higher prices and might not be too enthusiastic about selling low priced lots. (Got ghosted by 2 realtors a few months ago)
