Supplier company visa

Hi .
two years before I got employment visa from Pakistan.
it's a supplier company visa and I am working with third party.
I have asked my company 'transfer' if I get new job, and He said .. we will not give transfer even after completion of contract.

So my question is that.. how I can take the benefit of new law. if they are not giving transfer still.

There is no NEW SYSTEM.
Same old system in NEW PACKING.
So, it means you need permission from your current employer.
