Adding surname on birth certificate (from Saudi Arabia) while abroad

I was born in Saudia and recently moved to my home country and found out I had no surname on my Birth certificate. I am applying to studies in Europe and I find that a surname is very important to match in the birth certificate and other IDs during immigration. Is there any way to add a surname while living abroad?
