can we apply visa of family from Dammam while living in Riyadh

Dear Experts & members

i need guidance,
i want to apply resident visa of my family, but when i try to book online appointment from MOI website of Riyadh, it says no appointment,
but for Dammam its available,

can i apply for Family visa processing from Dammam while my Iqamma is issued from Riyadh.

Yes you can apply.the online service is not started yet.

Whats mean by Online service?

currently the MOI website is only giving appointment?

What i understand from Online services is that there will be no need to go Istiqdam,but dont know when they will start.
Yes currently only we can make appointment.

if my iqama is from Riyadh, can i go to Dammam for Processing
