Iqama transfer manually possible?

I got a new offer but HR wants NOC to proceed for iqama transfer manually.

However my old employer declining to provide NOC and asked me they will accept the transfer request through QIWA portal only.

Could you please reply on following queries:-

1. Is it possible to transfer iqama manually ?

2. Why new employer is not able to send the request through QIWA even they have valid CR no.

3. If iqama manually transfer possible then why my old employer is not providing NOC as new employer already send Demand notice through proper channel.

Note : - I have valid iqama and contract with old employer.

1) Yes. And it is not manual in the way that you think. It is again done in the system but not through QIWA

2) Ask them that - maybe they have not registered in QIWA but that would be surprising

3) Ask them that - maybe they want to do things the right way?

Thank you @XTang for your reply.

1. I believe they already have QIWA (as it is one of biggest subsidiary company of semi government organisation). New employer is saying they are having issue with Nationality Quota, however they already created GR and sent to concerned organisation for approval.
