QIWA Transfer After Completion of Notice Period

Hi everybody. I have a query regarding QIWA contract and Iqama Transfer. My contract with the current employer is remaining for 6 months and Iqama will expire after 3 months. I want to resign and informed my current employer. They didn't raise any objection so I resigned via email and also terminated contract on QIWA platform. Now I am completing my notice period as per the QIWA contract with the current employer.

My question is; after the completion of notice period, if the new employer sends Iqama Transfer Request and my old employer refuses to accept the transfer request. What options do I have in that case?

If the old employer gives the final exit what can I do in that case? I didn't come on their visa, I transferred iqama locally.
