Seeking to return to Saudi Arabia for a new visa

My brother has been in India for the past three years on an Exit Re-Entry visa and he is now seeking to return to Saudi Arabia for a new visa. I am writing this query as I would like to know if there are any restrictions that may prevent him from coming back. Any information you can provide regarding this matter would be greatly appreciated. Thank you in advance for your time and assistance with this inquiry.

Automatic 3 year ban on not returning if you left on ERE.  If that time period has passed, then there should be no issues.
