can a foreigner buy property in Lebanon?

If so, is it complicated? What is the process of purchasing a property in Lebanon?

Any tips for buying property, such as a check-list of items to verify ?

Yes foreigners can buy property in Lebanon noting that there is a certain qouta governing this.

You can't buy a property in Lebanon because you are under-age. You can ask your big brother or sister or one of your parents to do it instead of you. I can help you to build your website.
