We have certain letters in the Romanian alphabet which are not represented well as ascii, they are UTF-8 and that I think why you have these question marks in your text. The text appears to be written by either someone who is not Romanian, or, did not go to school much. I had to change a bit so that it makes sense. Also, second sentence finishes abruptly.
