Access to the National Health System and Covid19
This thread was created in 2020 during the Covid pandemic.
For that reason, now please ignore posts related to the pandemic.
For those UE citizens who live in Portugal as NHR (non-habitual residents) or newcomers who are not yet familiarize with the portuguese National Health System (SNS, Serviço Nacional de Saúde) or still have doubts about that, especially in these uncertain times due to the Covid19 pandemic :
1. To obtain the NHS user number, EU citizens can apply to the health centre in their residence council with one of the following documents, (a) or (b):
(a) the EU citizen registration certificate , obtained from the municipality where you reside in Portugal

(b) the portable document S1, which is intended for citizens residing and working in Portugal, as well as pensioners residing in Portugal who receive a pension from other EU country. This S1 document is issued by the Member State whose social security system covers these citizens. This document must be submitted to the social security office in the area of residence in Portugal (see *A*), which validates it and returns a copy while informing him/her of the Health Centre where it should be presented.
2. The health centres are divided into zones. You should go to the one corresponding to your residence area and be informed of the service hours, types of services, referral hospitals and diagnostic aids available. (see *B*)
The health centre issues a registration form with a user number, which must always be presented to the health centre or any other health unit you visit.

By selecting the city at "Pesquisar por" box, to search for your social security service or the "Loja do Cidadão" (Citizen's store) (if it exists in the city), you will get the address, service hours, the municipal holiday when the service is closed, email and telephone for scheduling.
(*B*) Unidades de Saúde Familiar / Centros de Saúde (Family or local health units/public health centres)
The "centro de saúde" is the basic unit of the NHS for primary health care to the population.Once you have the SNS user number, you can send an email, indicating your name, birth date, user number and phone number (if necessary to sending of paperless medical prescriptions (receitas sem papel) by SMS, which shall be presented at the pharmacy).

Most health centres are open every working day, between 8 a.m. and 8 p.m., but some units are open for long hours and on weekends.
The services available there are as follows:- Family medical consultations- Nursing service - for various types of care treatments, such as administration of vaccines and injectable drugs, wound treatment, home care for bedridden patients, etc.- Immunization - all vaccines included in the national immunization programme, and hopefully soon with the future Covid19/SARS-COV-2 vaccine as well)- And others services that may be available there.To find out the address, phone and mobile phones, email of your health center, you can access to :

Eg. if you live in Algarve, you should choose "Distrito" = Faro, "Concelho" = City where you live. You should then choose "Cuidados de Saúde Primários".
From the list given, choose the "Unidade de Saúde Familiar" closest to you.Due to the Covid19, often health services do not answer the phone. Give preference to the email which will always be answered. You can try to suggest a day of the week (Monday, ... Friday) or an hour of presence, and they will try to facilitate your scheduling presence. Here you can also get information about the "Cuidados de Saúde Hospitalares" (Hospital health care) and the "Farmácias" in your residence area. In what concerns to pharmacies, you have the addresses and service hours (weekdays, weekends and holidays). It is also detailed there if you have online sale available on the Internet.

What is it?
STAYAWAY COVID is an application that runs on iOS and Android mobile phones and is intended to support Portugal in its efforts to screen for COVID-19. By monitoring your most recent contacts
(approach of less than 2 meters for at least 15 minutes), the app allows you to know, simply and safely, whether you have been exposed to the disease.
The STAYAWAY COVID app is entirely voluntary and free and at no time requires access to your identity or personal data.
How does it work?
The app works simply: each user who has tested positive can enter the test code into the app. After validation by the Portuguese General Health Supervision / Direcção Geral de Saúde (DGS), the application will alert other users who have been close to the infected user - for 15 minutes or more - always without revealing their identity, contacts or those of other users.
When there is no record of close contacts with a high risk of contagion, the app's home page will show a green colour that will change to yellow whenever the user has been close to someone who has been diagnosed with Covid-19.
There is no need for the internet.
Almost no battery consumption.
You only need to have Bluetooth on.
There is no personal data involved, there is complete anonymity of who is warned of a potential dangerous contact - the infected person does not know who has infected them. Nobody knows who is infected except the health authorities.

- A foreign citizen can ask for the NHS user number when he has legal residence in Portugal.
- Documents requested: Valid residence permit issued by SEF and NIF (Tax Identification Number)
- It is free of charge.
- Go to a health centre in your residence area with the documents required.

Hospitals provide Medical-Surgery Emergency / Multipurpose Emergency Services.
There are some Local Health Centers that provide Basic Emergency Services (SUB).
Each SUB serves to relieve the emergency services of the nearest hospital and is located:
- in an influence area that covers a population of more than 40.000 inhabitants where, for at least one part, under normal conditions, has accessibility in more than 60 minutes concerning the nearest medical/surgery or multipurpose emergency services; or
- in one of the Azores islands (except São Miguel, Terceira and Faial islands) or Porto Santo island on Madeira islands, where the nearest hospital is located on another island, and the patient must be transported by helicopter-ambulance equipped with immediate life support; or
- in less populated / dispersed areas in mainland Portugal, especially in the Alentejo (south) and Trás-os-Montes regions (northeast).
Each SUB allows to assist to urgent events with greater proximity to the local populations, and shall have the following resources:
a. Human - doctor(s) in physical presence, nurse(s) and a medical auxiliary assistant(s)
b. Equipment - required material to allow immediate life support or to perform basic/minor surgeries.
Each SUB has an ambulance/helicopter available in a desired short time (as soon as possible, mostly in islands), with an allocated team (consisting of a nurse and a medical emergency assistant) whose main goal is to:
- ensure a pre-hospital stabilisation, with immediate life support equipment;
- transport (to the nearest hospital) of the critically ill patient (accident victim or sudden illness) in emergency events.

If you belong to a priority group in covid19 vaccination and:
- you have a family doctor at the National Health System (SNS) who already knows your medical history, you will be flagged for priority vaccination and later be contacted by the SNS;
- you have no family doctor at the SNS, but you have a health insurance in the private health system, you should contact your private doctor who knows your medical history, or your insurance company, so that they can contact the SNS so that you can be flagged and then be contacted by the SNS for priority vaccination.

A BIG thanks to you for your constant updated information on getting vaccines I was able to book my vaccine on the self-register portal & I have my 1st vaccine on the 28th May.

Covid-19. Digital certificate for those who were vaccinated in Portugal
The first vaccination certificates started to be issued this Wednesday, 16th June, and sent to their holders.
Starting tomorrow (17th June), through the SNS 24 Portal:

it will also be possible to obtain the three types of Digital Certificate Covid EU, vaccination certificate, which proves that the person has been vaccinated against Covid-19 (it can be issued after the administration of each dose); test certificate, which proves that the person has a negative result in a nucleic acid amplification molecular test (TAAN) - RT-PCR, RT-PCR in real time; recovery certificate, which proves that the person had Covid-19, but has recovered from the disease.
To obtain this certificate, you should access the SNS 24 portal, follow the instructions and choose the type of certificate you want. After validation of your request, this certificate is made available on the portal or can be sent, at a later date, to the email address given, without any additional costs. To improve cross-border acceptance, it is written in Portuguese and English.
Soon it will be possible to obtain the certificates on other platforms, as well as access the certificate for rapid molecular tests.
This certificate is free of charge.

Free vaccination of risk groups (people aged 65 or over and those who are suffering from the diseases defined by the Health General Bureau) will start from 11 October. These SNS users will be called by SMS or phone call, by decreasing age, from the local health units.
Vaccination in pharmacies, outside the risk groups, is done on doctor's prescription and will only begin on 25 October. In pharmacies the selling price is 8.88€.

People 70 and older can schedule to be vaccinated with the flu shot + third dose of Covid.
The 2 vaccines can be given on the same day or with a gap of days, it is up to you to choose.
