Rest assured Portugal would never seek to punish the citizens of any country becuase of the faults & errors of their governments. Visa decisions are based on other criteria, like the need for skilled workers, connections to Portugal through language and ultimayelly how genuine (or fake) the information you submitted in your visa application is.

If you provided plenty of easily verifiable information on your application and backed it with clear documents, and if you speak basic portuguese and your skills are in demand, then you'll be more likely to get a quick answer.
