Portugal and other X-Pat destinations

Hi.  Im interested in visiting Portugal, and am interested in knowing what part of Portugal do XPats visit, that isnt too touristy.  Im new to this forum, would  like to travel to destinations such as Portugal and beyond, where I have the ability to meet new people, and mingle with locals.   ...

If you have no fixed idea on where and what you are looking for then Lisbon has 25% of the total population and Oporto 20%, both have airports, public transport systems, areas where people walk and cycle, fine selection of shops, cafes and restaurants, big rivers (ferry boats), parks, art galleries, old buildings, big football clubs, events both local and international, live music, bars, night clubs, access to beaches (by public transport),  Universities, parks and more and more.  The only way of knowing if either is to your liking is if you spend time there. Both have a relative low crime rate and safe to meander around by oneself, as there is an "outdoor" culture people even take breakfast (coffee n a pastry) at the same cafe year after year and have an evening stroll n chat in their local area, they will spontaneously talk to you if you start doing the same.  English is not the national language here but a lot of people speak it.
