Norwegian Grade C to GPA on scale of 4?

So basically I was browsing Norwegian universities and nearly every university has clearly stated that you must have grade C in Norwegian grading system to be eligible to apply. Can you please tell me what is grade c equivalent to GPA on scale of 4 and how much percentage it is ?

It gives details about applying to Norwegian higher education institutions if you have an education from abroad.

I appreciate your help. But sorry to say "The NUCAS admission system is primarily meant for Norwegian citizens and individuals with a permanent or renewable residence permit in Norway." Damn:/
