30% ruling - do I qualify for it?

Hi!

I've received a job offer in the Netherlands, which would require relocating to Amsterdam. I'm German but currently resident in Brussels where I've been living for the past 10 years.

Do I understand correctly that I won't benefit from the 30% ruling as I won't meet the "150-km distance from the Dutch border" criterion? Is there any chance to argue that since I was an expat in Belgium as well, the criterion should be applied with reference to my original hometown, which is more than 150 km away from the Dutch border?

Yes, you understand correctly, you won't meet the "150-km distance from the Dutch border" criterion.
