I’ve been in Malta 3 weeks can I get a residents permit?
I have a job with quicklets and renting a place , I need buy  A car can I register car in my name without the permit??

Technically you can apply as soon as you arrive here and have to do so within 3 months but recently the residence unit have been asking for proof that you do indeed live here permenantly. To this end they have been asking for proof covering the last 3 months usually in the form of bank statements showing transactions taking place here or receipts for purchases.
I would be tempted to simply visit them and ask what the latest regulations are and what they need from you, perhaps proof of a job might satisfy them.
Requirements can vary from day to day depending on which person you see in the office!

We do not bother with a car but from what I have read on here you will need residence card to register or insure a car.

When you apply for a residence permit it will take 8 weeks before it is granted. After that you can apply for the health entilement certificate. With a car things are much easier. When you prove with a utility bill that you have an address in Malta you will get your car registered on your name, even though you have not yet received your residence card At least that is my experience when I came to Malta in 2013. I got my maltese Numberplates before my residence card.

I think you may find purchasing a car not so easy now as 2013, a lot of people who rent do not have utility bills in their name.
