Try the facebook groups I posted further up.. Also, what is low budget for you? July and August are the worst months to find something reasonable, I'd say you're looking at about 450 minimum long let for a room (not a flat), a studio flat will be more like 650...if you're lucky. Also, it's generally much easier to find accommodation once you are already in Malta. Good luck, Bernie
