Expat ID for my mum

Hi, I need advice, I am married to a Maltese citizen, I am British as is my son and my mum, we moved here last August, so far I have managed to get ID cards for myself and my son , but have applied twice to identica for my mum under 2 different criteria’s , self sufficiency and family members but denied for family member and under self sufficiency she don’t fit the criteria, I have contacted identica several times but they don’t seem to understand, my mum is 84 and don’t want to move again! I need advice 🙏
