Locked Cell phones

Good Afternoon,

I found a good deal on a phone at the time I thought which worked when I bought it but then later the carrier locked it. Does anyone know if you can use a locked cell phone from USA in DR?  I went to a few shops in Santo Domingo in the past and noticed cell phones there are pretty expensive.

Cost ranges depending on the phone but most expensive I have ever seen was 600 Rd. About 12 dollars
