NO but for about US 20  you can buy a cheap prepay phone, or bring an unlocked phone with you and buy a chip!

There are also multiple stores that will sell "used" phones that are unlocked at a good price. Then just stop into Claro or Orange (stores on every corner) and buy the sim card.
