Parrot from USA to CR

Hello,
I am trying to take pet parrot from New York to San Jose. I can't find an airline that will allow me take the bird in the cabin, although I have heard other people say it can be done. Does anyone have any recent experience with this?

All pets that travel 'in cabin' must travel in a an approved 'kennel' that fits under the seat....

Parrots if permitted at all, must travel as 'cargo'...since it involves a brokerage service.

Thanks, but my problem is finding an airline that will accept the bird in the cabin. And not all airlines require use of a broker; just FYI - United has a PetSafe program where you don't need a broker. Unfortunately, right now, they have an embargo on birds until further notice.
