Yes... However, Insurance cover is also not the real thing. I had about 7 years a good insurance from and for a hospital. ..
The trick was... this treatment is not covered by insurance
He might have, we don't know, but it might not be covered. Insurance and mediacal  are very  dirty businesses.
A real decnt insurance, covering seriously all is even for most expats out of reach
Sounds about right - or you may crazy money for it
I think, a lot of expats.   each one has this week 5 beers less can make a huge difference for a life
