Ho Chi Minh City needs to redraw the map to assess the risk of disease to residential groups and neighborhoods and apply corresponding prevention measures, Deputy Prime Minister Vu Duc Dam suggested.

"In the coming time, Ho Chi Minh City needs to control the epidemic well, gradually reopening activities to return to a new normal state, in the spirit of "step-by-step reopening, firmly and safely".

"Definitely not reopening activities that are not safe, but if it is safe to not open, it will be a waste of effort and resources to fight the epidemic," the Deputy Prime Minister noted.

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that after three weeks of strengthening the distance, districts and Thu Duc city "have gradually expanded the green zone, narrowed the red zone, achieving good results".

Through testing sessions, the infection rate gradually decreased in the red and orange areas.

The rate of F0 requiring emergency care and death "reduced markedly". The city has given the first shot to 92% of the adult population; The second dose reached 24%, and there was only enough vaccine left on September 17. The city wishes to have more sources of vaccines to give people the second dose."

Sounds like they are changing tack a little more towards opening up.

Sharing the emotion of the brave hearts, dedicated spirit, and selfless example of self-sacrifice of the medical staff, police officers, army and even volunteers, the President proposed Suggest that the Government, ministries and Ho Chi Minh City authorities consider the treatment and recognition regime more worthy of the team of doctors and nurses, who are on the front lines of the fight against the epidemic."

A lot of medical staff had been sharing their concerns about getting fed and working conditions. sounds like they may get the help and reward they deserve.

No, it is just because I have seen and had replies to my posts elsewhere quoting DOCTOR Paul Rand said ... and so I looked up his credentials.  Just so you know he is NOT an expert virologist.  He is a -gasp- Senator from Kentucky but that does not qualify him to speak with authority on virus matters.

A Doctor does not need to be an "expert" to understand more than someone without medical training he is well qualified to tell some Senator or HHs Secretary who is a lawyer the ins and outs of medicine, in the exchange I saw on YT.

HO CHI MINH CITY People's Committee of District 7 proposed to pilot the opening of food and drink businesses that serve on the spot instead of just selling take-out.

The proposal was stated by the People's Committee of District 7 in the dispatch just sent to the People's Committee of Ho Chi Minh City, in order to create a premise and have a roadmap to prepare to open some more activities. Currently, food and beverage outlets in Ho Chi Minh City only sell take-out.

Went down to PMH and Crescent Mall today. Almost all stores open but a ghost town of shoppers.
Thu thinks people still afraid.
Bought coffee, muffins, a birthday present at Robins.
The basement supermarket has changed again. I liked Auchan (French chain)
but now it is a ...  :unsure  Coopmart:mad:  Of course.
Even changed all the shelving, stuff's in the wrong place, added clothing, the bakery-meat-fish-cheese section remains, but less cheese. Spent a million anyway.

Most roadside shops open, traffic is light, very few trucks, didn't notice buses or taxis.
Good to be out and about, but less satisfying than expected.

Several news sources are reporting the development of a vaccine for malaria.  As a parasitic disease Malaria is not normally seen as a vaccine target but this is new.  Here is one NY Times and another Guardian

Although malaria is mostly under control in Vietnam, there are reportedly still pockets in the Mekong Delta.   The drawback to this vaccine is that it is specific to one strain which may not be the one in Vietnam, but I expect that Vietnamese researchers could modify the technology as needed.

The Ministry of Transport reopens 19 domestic routes
From October 10, the aviation industry will re-operate 19 routes across the country, including routes to Hai Phong and Hanoi.

On the evening of October 8, the Ministry of Transport issued temporary regulations on the deployment of domestic passenger routes until the end of October 20.

Accordingly, the Ministry will re-operate 19 passenger routes with 38 round-trip flights per day. In particular, the two-way routes between Ho Chi Minh City and Binh Dinh/Da Nang/Hue/Khanh Hoa/ Nghe An/Phu Yen/Quang Binh/Quang Nam/Thanh Hoa/Hai Phong/Phu Quoc/Gia Lai/Rach Gia have frequency capacity of one trip per day.

According to the guidance of the Ministry of Transport, passengers are required to receive 2 doses of the vaccine or have recovered from Covid-19 within 6 months by the time they return to their localities; have a negative test result within 72 hours before boarding.

... There are even people who have cardiac arrest outside the hospital like a 31-year-old male patient, living in Bac Lieu. Patients often have respiratory failure, water and electrolyte imbalance, blurred vision, liver failure, kidney failure, and hyperglycemia.

The latest case is a 58-year-old male patient,,,, Toxicology results showed that the concentration of methanol in the blood increased to more than 209 mg/dL.... 20 mg/dL can cause poisoning. Blood levels of methanol above 50 mg/dL usually require emergency dialysis and above 80 mg/dL have a high probability of death.

If you have a DSLR and tripod or holder for your phone you should be able to get some great video, for phone users try touching the screen on the moon and lower the brightness to get some detail in the moon  :top:
