Yes, they both are and no licence is needed. I will check on the insurance tomorrow; in any event it is negligable - about VND 50k

If you buy a used one, you are likely to get one eith crap batteries. Nevet buy 'used' in Vietnam - it's a false economy.

Get a student to show you where to buy and how much to spend....
