Sorry to inform you, but where I live it is exactly the same as the big cities, ( The Work Permit comes last ).

Well thanks . I got everything but the degree . I got 20 years experience and TESOL . I need a decent job .!  What do you suggest ?

Depends what you mean by " decent ", I know of many unpermitted, unqualified " teachers ", ( one who had no teaching experience at all ), who get more money than some Work Permitted teachers.
  My suggestion is a painful and probably expensive one, having the need for you to leave VN every 90 days, ( that way you can legally work every 90 days , without the need for a Work Permit ).

By decent I mean reliable ,interesting work .Not the dull repetitive language centre work . Amount of money is secondary importance to me . I need a meaningful job But maybe im being unrealistic. So without a real degree one can work in provinces easily ?

Ok so if I renew my visa every 90 days I can live and work here legally ?

Or buy the temporary residence visa valid for 2 years and work legally without a work permit >?

You have to have a Work Permit, ( or own a LLC , which isn't easy ) to get a TRC.
  I think that is the loophole, but I don't know for sure how long you would have to leave VN, ( possible only overnight )

Your 20 years experience will count towards having qualifications, so apply and see what happens.

There is no way to work legally (income generation) without a work permit.

Without a degree, English home tutor would be an open option while still ensuring income (but still illegal), then you should try to find some job at a company/NGO though the income could be lower. G'luck!

I disagree, maybe it's depending on Profession?, That's how many Language school survived at first. Backpacker teachers, change them every 90 days. ( really good for the students ).
