Foreigner Selling Property in Sri Lanka

A friend, who was originally Sri Lankan, now British national (no dual citizenship) wants to dispose of his land. Will he be within the  law if he sells it to a local person?

He might need to be still in possession of his NIC as most land papers I have had dealings with always seem to need the lawyer to see the seller or buyers NIC.
The bottom line is that only a reputable lawyer will be able to give a definitive answer
