Work Pass New Criteria

Hi All.


I need some advice.


I worked in Company “A” last 2018-2020.

I had an S-PASS and I am a degree holder.

I worked in the marine shipbuilding sector.

My contract was not renewed due to the pandemic.


Now that restrictions are loosened,

I applied in Company “B” just this August2022.

Company “A” was not hiring at that moment.


Situation 1:

I already have an IPA from Company “B”. I will be entering Singapore on the last week of September.


Now that its September, I’ve read post about changes in work pass criteria.


I checked my age and experience on SAT and it shows I am not eligible for S-PASS with my current salary offer. I found out that I need a higher salary offer to be eligible for SPASS.


Situation 2:

Just recently, Company “A” contacted me and offered to work with them again. I informed them that I have an IPA but they suggested to check their offer first.

They offered a WORK PERMIT STATUS even though they know that I have a degree in engineering.


I have read here that only skilled workers and Domestic Helpers are eligible for WP, That degree holders should be at least SPass level.

I also read that WP needs trade skill certificates for application purposes.


In addition, employers need to provide Accommodation and flight for WP.


COMPANY “A” increased their salary offer in order for me to afford a condo room rental if I do not want to live in a dormitory. I cannot rent HDB rooms.


Question #1. Will MOM approve my SPASS Application in Company “B” even if the salary offer is below the eligible passing salary for SPASS as per SAT?


Question #2. Have MOM already change the criteria for WORK PERMITs just recently as to why Company “A” offered this?

1: If your S-Pass is approved with the offered salary, you are safe (at least until the next renewal).

2.1: You are very unlikely to be issued a WP - and neither should you agree to a job (and pay) so far below your market value!

2.2: The criteria are frequently changing, but I suspect the company's reason is stingyness. Degree holders should earn at least the minimum to get an EP (check the SAT to know yours).

I have decided to take Company B.


The WP offer will just make things complicated and risk my employment in Singapore.

Update in case others have same situation.


1. My previous employer, Company “A”, offered an Spass base on new SAT Criteria and I accepted.

2. I explained to Company “B” that I will be declining their offer and requested for IPA Cancellation.

3. Company “B” cancelled the IPA after 2 days of request.

4. Company “A” applied Spass a day later.

5. MOM approved the Spass Application after 7days from application.
