Advice: be in Cebu yourself when they are actually building, you'll save an immense amount on money coz when you supervise, they will do like double of triple the amount of work in a day...
I know some people (foreigners) with building experience on Mactan Island.

You can still find a trustworthy people here, I know a friend who can give you a quote, materials they will use so you can check if it's quality.
