I need help with getting an exemption please.

So, my girlfriend and I are being married on July 3rd via proxy. I have to file the marriage with the consulate in San Franciso and then we are supposed to apply for exemption, since I would be traveling alone before I can apply for the spousal visa.

If anyone can please direct me on how about filing for the exemption, I would be forever in your debt.
