FILIPINA x GERMAN marrriage in Germany 2019

Hallo everyone!
Im in the process of obtaining and completing documents required by the Standesamt of Balve, Nordrhine Westfalen so we can register our marriage.  The requirements were read to me by my fiance since it was in german but he also sent me the original list.

1. Birth Certificate from PSA
2. CENOMAR from PSA
3. 2 passport photos same size as schengen req
4. 1 whole body pic 13cmx18cm
5. Vollmacht zur Anmeldung der Ehesschliessung
6. copy of travellers passport
7. Letter or very detailed description+photos will help of where I lived since I was 15years old. Detailed as in you must recall how it looked like or some landmarks or neighbors or a nearby store/bakery whatnots
8. Certificate of Baptism
9. Elementary School permanent records Form137
10. Marriage Certificate of parents
11. 2 passport pics of my mom
12. Death certificate of my dad
13. copies of Birth certificate of my siblings
And then there are 2 more requirements that he read but it sounds much like the birth certificate and cenomar
Produce 2 extra copies and all docs from PSA has to be in a security paper

I just have some questions about the translation of documents.

First question is for Vollmacht did you guys use someone's service in our country (PHL) to translate it?, if yes then which company? (I am aware that there is a list of translators accredited by the german Embassy) but who among them is the cheapest and easy to talk to?

For all documents that the Philippine government issued that should be translated to German , did you guys do it in Germany or Philippines? As per my fiance in our area in Germany they charge 15 cents/word so for a document with 400+ it will cost more or less 70euros.
