If you are in Cebu the BI is located in the J C MALL
If attending before 10.00am enter through car park lift.

MRT is in Manila.

@OP Depends on what you need done.

If you have basic transactions, there is a Makati satellite office not far from Boni. Just head south and cross the river and hop on a Delpan jeep heading west on Jose Rizal and you will hit it. It's right behind Makati City Hall.

Or just go to the BI main.

MRT west to Taft, LRT to Central and walk west. Or take trisikad. Or go to UN and hop a quick jeep going down at the KKK shrine by Manila City Hall. Then walk west.
