Making international calls from Shanghai

Hi,
Does anyone know a reliable way (reasonably good reception and don't get disconnected) to make international calls from Shanghai?

I need to call Japan frequently but the quality of internet apps like Skype are not ideal and often get disconnected. Also, a lot of the time I need to call from mobile phone without internet access.

Appreciate if you can advise.

HI, You may use rynga.com or mobilevoip.com. Presently, i am using these application for international calling.

VPN  justvoip can use it .
I use a phone card which is cheap and reliable ,but it's not free ,because the person I called dont have stabil internet connection either , I got the card from Taobao

you should turn on vpn when using skype, or buy an international call card and use your landline
ask your friend to buy a phone with a Japanese number and mail it to you...
Chinese people prefer China Telecom for internet access, and China Mobile for cell phones.
